Why storm drains are off limits
People often assume storm drains lead to a treatment plant. They don’t. In most DFW cities the storm drain system carries rainwater straight to the nearest creek, then to the Trinity River, with no filtering. Whatever goes into the drain goes into the water. That’s why the rules exist, and why “biodegradable” soap doesn’t get you off the hook. Fort Worth’s own program makes the point plainly: a biodegradable detergent can still kill fish in a creek as fast as any other detergent. Biodegradable products are gentler on a treatment plant when you dispose of them properly, but a creek isn’t a treatment plant.
Underneath the local rules sits the federal framework. The Clean Water Act’s National Pollutant Discharge Elimination System prohibits polluted discharges to storm sewers, Texas carries it through the state TPDES program, and each city enforces it through its own stormwater permit and ordinance. The recognized best-practice process
There’s a common misconception that pressure washing compliance is improvised. It isn’t. Regional stormwater agencies published a best-practice sequence decades ago, and municipal programs across the country still cite the same source documents: the Bay Area Stormwater Management Agencies Association’s surface cleaning guidance, the Cleaning Equipment Trade Association’s mobile cleaner practices, and the Sacramento County pressure washer BMP booklet. The California Stormwater Quality Association formalized the same steps into its published BMP handbook. Fort Worth’s ordinance is a local codification of the same logic.
Read side by side, they converge on one ordered process. This is the sequence a compliant crew follows on any job:
- Decide the disposal path first. The generator of the wastewater is responsible for determining lawful collection and disposal, and that decision comes before the job starts rather than after.
- Dry cleanup first. Sweep debris and absorb any oil or grease with clay absorbent before water touches the surface. Less pollutant in the water means an easier, cleaner job.
- Protect the storm drains. Cover or block the path to nearby inlets with mats, plugs, or berms before the first spray.
- Contain the wash area. Keep the water inside the work zone with booms or berms so nothing escapes to the street.
- Minimize detergents where the surface allows. The fewer additives in the water, the simpler the disposal.
- Collect all the water. Sump pumps, wet vacuums, or vacuum booms recover the wash water as the crew works.
- Pre-treat or filter if required. Depending on the pollutants, the water may need filtering before disposal.
- Dispose lawfully. With the property owner’s permission, collected water can go to a sanitary sewer clean-out, or it’s hauled off site by a licensed hauler. Never into a manhole, which is both illegal and dangerous.
- Monitor mid-job. The crew keeps checking that the drain plug is sealing and the pump is collecting everything, adjusting as the work progresses.
- Document. Record how the job was conducted and where the water went. Per-job documentation is a formalized industry practice, and it’s the record that protects both the crew and the property.
What different surfaces require
Compliance sets the floor. Getting a surface actually clean, without damaging it, is a separate problem, and it changes by material:
Warehouse and industrial concrete
Forklift lanes and staging areas collect rubber, oil, and tire marks. Rubber is a chemistry-plus-heat-plus-mechanical problem, not a water-alone one: a concrete-safe alkaline degreaser with a 10 to 30 minute dwell, mechanical action from a nylon brush or surface cleaner, and heat from a hot-water rig to soften the rubber. High pressure alone etches concrete and leaves wand stripes without lifting embedded rubber.
Metal and aluminum wall panels
The opposite of concrete. Panel manufacturers call for low pressure with a wide-angle tip, mild non-bleach detergent, and the nozzle kept back from the surface, because high pressure forces water into the panel joints and can void the finish warranty. Bleach is specifically warned against, since it can change the finish color.
Dumpster pads, drive-thrus, and grease areas
Heat matters most here. Hot water breaks down grease and food oils that cold water smears around. These are also the surfaces where dry cleanup and absorbents up front save the most trouble downstream.
Entrances, sidewalks, and building exteriors
Usually the gentlest work: matched pressure, minimal detergent, and standard capture. The exception is gum, which needs heat or a dedicated remover rather than raw pressure.
A note on cleaning products
The greenest available product isn’t always enough, and that’s fine. EPA Safer Choice products, which the EPA reviews ingredient by ingredient for safety, cover real degreasers and handle most jobs. But aged rubber, heavy petroleum staining, tar, and cured adhesives sometimes need a stronger degreaser, and non-water-soluble deposits can need a solvent. No government agency dictates which product removes which stain; what the agencies govern is the wastewater. So the honest standard is a safer product where it works, a stronger one where the stain requires it, and full capture and disposal either way. The product on the surface has nothing to do with what’s allowed down the drain.
The bottom line for property managers
A compliant vendor can explain, before starting, how they’ll contain and dispose of the water on your specific site. A vendor who says their soap is “biodegradable so the runoff is fine” is making a claim the city has already rejected. Ask for the disposal method in writing.
